I used to have Java 7 before I uninstalled it. When I updated MC to 1.11, the main screen said that soon you'll be needing Java 1.8, but it still let me play. I decided to download the new Java 8 64 bit and it was then when the game no longer worked.
That means there is a newer driver. Always keep PC drivers updated.

Weird... on Java 7, my Minecraft was just working 100% fine, until I uninstalled it and downloaded Java 8. Should I just download Java 7 again? OR is there another solution??
The problem is the GPU. Its not powerful enough to run newer MC versions. Windows is using Intel HD Graphics. The best advice is find out if you have a more powerful graphics card installed. Find the PC manuals, go to Dell's website, open the PC (if able or willing), etc., but until you know for sure, your going to have to use another computer to play MC.

You don't have a Java problem, its a hardware problem. I know you said it worked with Java 7, but that is only a temp fix. See this.
Nevermind! I found the solution to the problem.
I installed Minecraft.msi instead. I had an error installing which said:
"Unable to start the Minecraft Runtime Environment. This is most likely caused by a corruption. Please try to reinstall minecraft"
I was told then to delete the "runtime" and "game" folders, and try installing it again... which it worked! Now I can play Minecraft again, for now. I will have to get a new computer soon with better hardware.

Are you able to play other versions of MC? Make sure the graphics drivers are up to date (your current drivers are over a year old).

I cannot play on any other version. What do you mean of updating graphic card?
If your not able to play any version MC, then your going to need to use another computer.
Dell should have its own program to help updating drivers on that PC. Or just go to Dell's website for help.

Also, I deleted .minecraft and download everything again, but this time, a window prompted me to go to this site:

From there, I went and downloaded the Intel Driver Utility Update.
My intel scanned and then it said something of new driver. What does that mean?
That means there is a newer driver. Always keep PC drivers updated.

Your PC is obsolete, and is barley supported by Windows 10.
If possible restore back to previous version of windows, or get new hardware that can support the game.
