Try to remember all the things you did between the two times you played the game. Then try going back and readjusting things you did that may be probable causes.
For instance did you installed some software packages?, updated software packages?, a major OS update?, adjusted power settings?, and so on...
I did try to change affiinity but the settings reverted back to default affinity settings after I restarted my cpu
Restarted a CPU?? That's a new one even for me... You perhaps will want to restart from the within OS itself instead of trying to restart from the CPU...
Try to reset your Affinity where you had it. If that bring you back where you were then you just need to know how to keep it "in stone". I am sure if you query this into Google along with your OS and version this will be there.
That's "fine and dandy" but we first need to know what the user did so the user can avoid doing it again. Finally if you can fix it without restoring it always better than immediately reverting to a backup.

Assuming that you set the game back to where you have it... I could only conclude your hardware must be degrading (common with HDDs but other components losing their performance is not unheard of).

Nice conclusion though, probably around 1% possible cause.
What is MUCH more likely is that a forced Windows update broke GPU driver compatibility, and OP needs to either update GPU drivers or just use restore to eliminate the update which caused the issue in the first place.
OP just post a screenshot with F3 details showing, and tell us which OS you're using.

How could that be the case if the user already stated that the user didn't recall any major changes taken place? I even mentioned OS updates as an example.

Or.. there IS a reason, and your idea of "hardware must be degrading" is the least likely of many possible causes.
Giving bad advice (although yours doesn't even count as advice) is worse than giving no advice at all. And if you still want to argue that you're right, explain why you think his hardware is degrading. I'd like to know how you came to that "conclusion". I guarantee he'll state that other games are working just fine.

I think that the driver compatibility broke. I have a graphics driver update but can no longer update because the Toshiba driver is no longer compatible with windows after an update.

It's an older laptop? Windows 10 has a bad habit of saying that a PC is compatible just because it meets the bare minimum, even though it doesn't have GPU driver support for many older systems.
Check manually for your GPU drivers anyhow, not through Windows, use your manufacturers website for drivers.
If you have no luck then your only options will be to rollback like I suggested or upgrade hardware.

Did you did anything else that may of alter the game operations since the last time you played at 80 FPS?

I don't want to restore. I reverted back to original settigns but nothing has changed all bad still
