For some reason, one side of it—the front, of course—is a sheer black wall.
It started during game play, so no changes where made to my computer, which running Windows 10 with a GTX 970 with all newest drivers and newest 64-bit Java.
I've tried placing and removing torches, putting blocks over it, and pouring water over it. When none of that worked—the problem always returned if I left and came back—I deleted and reinstalled Minecraft from scratch to no avail.
I was running PCMC v.1.10.2 with Optifine, but when I reinstalled MC, the first thing I did after copying my world folder was look over the edge and see the black wall.

The tower on the left is now has a sheet of black draped over just its center section, one wall:
Am I going to have to move that whole massive tower in legit vanilla SSP? I forgot until just now to try tearing the whole wall down, but this is very persistent! And, frustrating!
What is causing this and how do I fix it?

Tore down the wall. Built a wall behind it. Shutdown MC, restarted computer, and turned it back on. Wall behind it was fine. Built the wall again, but I'm going to add an arched recess, as was always the plan. Restarted MC.
Black! So frustrating!
I guess I'm going to build a wall all the way around it and hope the blackness doesn't . . . seep through or whatever.

Last thing I tried was pouring lava all over it. Every time, I'd come back to the tower and that facade would be painted black.
After wasting two days trying to fix the glitch, I returned to my Oct. 6 backup save and I dearly hope this glitch will not plague the tower again.
Unfortunately, I lost a lot of work, but I wasted far, far more time trying to fix the glitch.

Which was never fixed. It's so persistent that it will come back even two full versions later. It started in 1.10 and now in 1.12, I decided I want to try to remove the outer layer of stone blocks thinking surely Mojang had fixed it by now (not really). I tore off the layer then logged out and restarted Minecraft. It came back when I revisited the tower.
From a 1.10 save I re-loaded in 1.12.2:

It's not even the same blocks that were affected first by the glitch. Like I said in my last post from October, 2016, I tore down the wall, restarted, rebuilt with dirt, restarted, and it was still there.
I don't want the tower to be the "wrong" dimensions anymore. I don't want to light the tower.
Is there no way to fix this? No tool or trick or anything?

This is due to a vanilla bug, which is caused by the fact that the game only saves chunk sections that contain blocks, even if light data can extend into them from adjacent sections. The only solutions are to either avoid building along a chunk section boundary (including vertically) or ensuring that there is at least one block in the adjacent empty chunk sections; for example, you can place string which is nearly invisible.
Also, this is not new; in my 1.6.4 world one of the walls of my main base is always dark when I load it, even in the same session and despite being in the spawn chunks (the server also doesn't bother sending "empty" chunk sections to the client). The only difference is that this only affects block light, not skylight, so it is only noticeable at night so I'm guessing your particular manifestation is due to some change in the game since then (similarly, surfaces at y=64,80,etc will not be lit properly by block light but in either case it appears that sky light works properly).
FWIW, reinstalling is unlikely to solve any issues aside from ones cause by invalid settings in options.txt (which can simply be deleted in that case) or an issue with the launcher itself since the launcher is very strict about file integrity (manually installing a mod requires many steps to prevent the launcher from just redownloading a fresh jar and/or refusing to launch it).
The only solutions are to either avoid building along a chunk section boundary (including vertically) or ensuring that there is at least one block in the adjacent empty chunk sections; for example, you can place string which is nearly invisible.
So, I have to place string in all those blocks that are beside the blocks with black on them? I've never used string other than between tripwire hooks so I'm not sure how to go about that.

You only need to use one per chunk section so it isn't completely empty; for x and z you can just use the chunk coordinates displayed in F3, while they are vertically split up at multiples of 16.
As for a bug report, it appears to be this one, which says it can be fixed by changing a single line of code (apparently, this is due to an optimization which doesn't do much in 99% of cases): https://bugs.mojang.com/browse/MC-80966
