While I haven't seen this problem myself, I would consider using DDU (Display Driver Uninstaller) to completely clean/uninstall your Intel graphics driver from safe mode, then install a fresh copy of the latest Intel driver.

Personally I think trying to report this to Mojang is a waste of time, it's very unlikely to be a problem in the Minecraft code itself.
Last time I tried to install Intel drivers from their website, "it told me that the driver being installed is not validated for this computer."

If you are having this exact same issue (Minecraft Java running at 2 fps even in the main menu)
YOU NEED TO UPDATE YOUR DRIVERS MANUALLY THROUGH THE SERVICE'S WEBSITE!

It took me an embarrassing amount of time to fix this issue, but it should work.
