I've been pulling my hair out trying to figure some way to bypass through this problem, but so far, no dice. To start it off, every time I double click the installer, the installer doesn't open, but instead this log is created.

First, you need to have the latest version of java I believe. Right click the forge jar file, click open with, click more apps, and find Java Platform SE Binary. If it's not in the list, go to the bottom and click Find More Apps on this PC, browse to your Program Files / Java folder and find the Java.EXE. Select that, then the forge installer should open. Also, if you have an older version of forge installed, you will have to edit your forge minecraft profile and select the 1.10.2 version instead of the older version. Hope this helps.
In theory this should work, but for me, I see no mods button when I go into minecraft after using forge,
