Do you have java installed? (Not Minecraft's Java)
Try backing up your server.dat and you saves folder, then reinstall MC by using the uninstaller, then by deleting the .minecraft folder. From there, run the installer and see what happens

Yes, I have tested it. The high ping is only with Minecraft.
Edit: I went through all of my 346 games on steam, it's only with Minecraft.

Didn't make it any better.
Edit: Just had my internet provider come out, and nothing's wrong with the house, the wiring, environment, nothing.
Can you try uploading a video?
