No, it's not necessarily the GPU -- or lack thereof. Yes, it's crappy integrated Intel graphics, but vanilla Minecraft is not very GPU demanding.
You say you've allocated 4 GB RAM to Minecraft; very bad idea. Vanilla Minecraft will never, or perhaps VERY rarely use more than the default 1 GB. Giving Java more RAM than it needs, that's just asking for trouble. That lets Java's garbage collection get lazy and tons of useless data will pile up. When the GC finally gets around to cleaning out that useless data, it may cause a lag spike.
Set your RAM allocation back to 1 GB. And post your other JVM arguments and full system specs. Judging by that GPU (or again, lack thereof), I'm sure it's a rather low-end system.

How much ram do you have allocated to the client?
Can you please include your launcher log and game log - perhaps misconfigured to the wrong GPU...?
You could have a virus, but probably not likely. Your graphics aren't the best.

Souls - After you die, a hostile Soul that stores your inventory will spawn.
Auto Refresh - Automatically refreshes your server list and alerts you when your selected server comes online.
Pick Block Plus - A clientside mod that significantly improves the vanilla pick block function.
And a few others that we don't talk about.
I doubt the graphics card is the culprit. Really, it's very CPU demanding.
That has to be the worst pun I've ever read the whole day. Or I'm just sick minded. XD
I am having an issue similar to this where it feels like its at 13 fps and its at 30 fps. I allocated 2gb of RAM and have optifine on it.
As for YOUR issue, what's your monitor refresh rate? I think you computer handles it just fine but your monitor might be older.
