I posted earlier about my issue regarding playing minecraft on my new laptop. I purchased the laptop for moderate gaming and for college work as well. I figured the laptop was decent enough to play MC at max settings. So as I downloaded minecraft from the website and began playing, I noticed I was getting some great FPS, like 60-80 in a medium windowed view on my desktop. I prefer to play in fullscreen, however, and never had any problems with my older computer on which I averaged 50-70 fullscreen. My frame rate dropped to barely 20 FPS on my new laptop when playing in fullscreen and I have no idea how. My specs are as follows:
Dell Inspiron 7548
OS: Windows 8.1
Processor: Intel(R) Core(TM) i7-5500U CPU @ 2.40GHz
RAM: 12.0 GB
System type: 64-bit Operating System, x64-based processor
I also have an AMD Radeon R7 M270 GPU which I was able to make MC use when running the application, but it made absolutely no difference. I have also tried to allocate more RAM to the game as well, but get the same result. I don't enjoy playing in "Fast" settings either, but when I minimize literally every graphic option I can in the game settings, I still have 20 FPS in fullscreen. It would be GREAT to figure out what I can do to maximize the settings again and enjoy minecraft with no lag again.

Are you using optifine? It'll potentially help.
Anyway I found the fullscreen mode to be a bit odd at times. On my old Windows 7 laptop if I go fullscreen the game just crashes (haven't tested in awhile, windows 10 fixed the problem).
I installed optifine too, and there was no frame rate difference. I've been still searching for a solution to this, I literally have nothing else installed on my laptop besides minecraft.
So I downloaded steam and started playing Team Fortress 2 fullscreen and maxed out graphics, and it ran very smoothly. So since minecraft can't run very well fullscreen, but TF2 can, whats the issue?
I just tried the game booster and got Java, still no change :/ Man this is killing minecraft for me. Are my specs bad? I have a decent GPU, that should be okay right?
From what I understand they are locked under 30 FPS when fullscreen, but not when windowed correct? Or are you just saying your framerate is reduced (but not stuck)?
Yes, if i make my windowed view like 25% of the full screen, i get crazy fps but its not playable since everythings so small, but even fullscreen/fullscreen-windowed locks sticks around 30 and no higher. Its somewhat playable but its choppy.

Then thats probably just the game itself. Of course playing at a lower resolution will decrease the games smoothness. As I've previously mentioned, optifine will help your framerate most of the time.

I also assume you don't have the framerate limited in your Minecraft settings. Try another fullscreen game to see if it is still that.

Try a program called Razer Cortex Game Booster. Also get a 64-Bit Java.
