Not sure if this is considered lag or not, but I have a puzzle map I'm making that heavily relies on command blocks. well, I just added a huge fill clock and now everything (entities, retdstone, but not players) is in slow motion, kind of jumpy. If i take away the clock (with a lot of command blocks on it), it goes back to normal. Is there any way to fix this or is my computer just too terrible to handle it?
You say that my computer is basically too slow, so is there a certain part of my computer (hardware) that's not good enough that I can upgrade that will boost it instead of just buying a whole new computer?
Upgrading the CPU would make the largest difference. Upgrading the RAM might make a difference if you're running out of it, but chances are, you're not, though we can't know for sure unless you tell us your specs.
Don't go out and blindly buy an i7 though. Tell us your specs, including your motherboard model, and we could recommend a suitable upgrade if one exists. Also, be prepared to accept the possibility that you may need to spend more on a replacement motherboard if your current one doesn't accept any modern CPUs, or maybe replace the computer entirely if it's just too old to be worth upgrading.
Okay, so, my processor is an AMD A6-3620 APU, and I have 8GB of ram. Not positive if this is what you need, but it says the motherboard is a Pegatron Corporation 2ACF. The computer is an HP p7-1254, if you can find anything I missed.
Not exactly worth upgrading, unfortunately. The best CPU that motherboard supports isn't much of an improvement. If I were to recommend anything, I'd recommend upgrading both your motherboard and your CPU, maybe to an i3 (for better single-threaded performance than FX CPUs.)
So, would it be better to upgrade those, or just buy a new computer altogether?

That would be the internal server lagging, nothing will help that other than a faster computer.
But you can probably optimize your command blocks so it doesn't lag as much.
