I just worked on a computer today. Pentium 4, only had 19 processes running and a page file of 300MB. So to say 2GB of page file with XP is normal... that is just silly.
The OP only had 1GB of memory allocated to Minecraft ON TOP of running mods. Page file is indeed an issue.
Windows XP's Task Manager "Page File" is not actual page file usage. It is \ Commit Charge total (and was technically renamed to such in Windows Vista and higher) if all both page file and physical ram were private commited virtual memory was all paged at once. If OP's machine is using actively 2GiB of physical memory, "Page File" in Windows XP's task manager will show 2GiB or near that value or more. But the page file itself is NOT being used unless the pages are too large for physical ram. If want to monitor Paging File system properly, use Performance Monitor and add in custom data collector for it. (Windows Key + R and type "perfmon" then enter). I have no reason to argue on such petty misunderstanding of a thing. That is all I will say on it.
CPU is really the problem. Seems like System is running around 10-20% when I launch a world. I don't know why and what does that. RAM only around 1.63 GB(on launch). Tested only ONCE. Sorry about that because I'm a very lazy person.
Can someone explain why is that happening? Using up that portion of system speed is enough to kill my game hard. It seems like that's also the reason why sometimes it worked like a charm.
CPU is very weak with single core applications. Given your modded minecraft and list of mods, I would say allocate 1.5GiB and see what it does.
Also are you using FTB Launcher or any. Given there is another Javaw.exe around 171MiB memory usage. I know they stay running in the background, but serve no purpose. Can kill process at will if wanted.
People always say to "allocate more RAM" but if F3 isn't showing memory usage consistently at like 90+%, especially as a screenshot the OP posted indicates that it has only allocated about half of the maximum possible (547 MB out of 989 MB, note the actual used memory was only 232 MB as well; mods != more memory usage; plus really old versions of the game don't use much less memory than new versions despite hundreds of new features so mods that actually need gigs of RAM have to be extremely sloppily coded) there certainly isn't a memory issue here, nor does system memory appear to be a problem (fun fact - on 32 bit systems allocating too much memory to Minecraft can cause problems; my own computer throws fits if I even allocate 1 GB and try to use Far render distance, getting "Minecraft has run out of memory" despite F3 showing plenty of free RAM and having plenty of free OS memory; it seems like the Java process overall (the "heap space" allocated is only part of the total memory Java uses) hits the 2 GB 32 bit memory limit based on what task Manager shows). See also the posts by Robert Pendell on this bug report explaining why allocating too much memory on 32 bit systems can cause out of memory errors.
Also, there seems to be a misconception that Java itself will use the page file if you don't allocate enough memory - uh-uh, only the OS does that; I know of no user programs that swap their own memory and doubt the JVM has any ability to swap its own heap. Optifine's creator even claims to allocate as little as 350 MB of memory to prevent disk swapping on computers with little free memory, only allocating more if it really needs it (I use -Xmx512M -Xms512M myself to allocate 512 MB all at once; the fancy new JVM arguments also make no difference that I can see and actually causes Java to tell me that "incremental CMS is deprecated" - so why is Mojang using something that isn't recommended and will be removed soon?).
Also, the lag issue the OP describes sounds a lot like an issue I get with anything after 1.6.4, as shown here using Optifine's lagometer (a clearer picture taken when paused, note that besides spikes there is a pronounced "wave" pattern of higher/lower FPS), and I know for sure it isn't memory related because I've tried just about everything to get rid of it to no avail (even bare minimum settings hardly makes a difference over maximum settings); basically just modding 1.6.4 to get new features that I want (not that I really mind as don't play multiplayer). A really, really odd thing is that the only thing that makes it go away, sometimes, is pausing the game and leaving it unfocused for a few minutes, the latter is required; after which it runs like this until I quit, note in particular how much higher FPS is (another after running around showing good FPS with high chunk updates). The spikes also always occur every 10 video frames based off the lagometer (each pixel across is a single frame, as shown here after I artificially lower FPS (note that average FPS looks like the lowest FPS in that interval so the effect is much worse than "oh, you still get 50-60 FPS"; more like 5 FPS from appearances).
That said, I'm a bit interested in what Optifine's lagometer shows (you can install it temporarily; I didn't see it in your debug screen but it wouldn't hurt to try it; who knows, maybe it will even fix things); note that on the lagometer (1.7.10 and below) green is rendering time (the cause of my lag) white is ticks and red is chunk updates/other; I've also seen at least one other case of something like the issue I have, whatever it is, which also affected all versions, not just 1.7+, in that case on two different computers with no resolution.
Tried installing OptiFine 1.7.10 HD A4. At the same time I reduced the ram size to 512M. This (The other error log) is what happened. I think I disabled Connected Texture, Fast Math, and maybe more.

Oh. Well sorry that you mistook my info and did it yourself. Though that is kinda interesting. Windows isn't using page file really except initial loading and then sleeps again. If the line for it was constantly up and down, then yes, that would mean paging system is being tasked and resulting in possible poor performance.

A quick question OP, have you tried vanilla Minecraft to see if it works normally without issues?
Yes I did try OptiFine and it runs fine without mods, no spike(when all other programs are closed, except antivirus) and stuffs.

Given Windows XP is no longer supported by Microsoft and is an major security vulnerability. I would honestly say such would be best. You could reinstall Windows XP and disable unnecessary features of it to free up ram better.

Yeah, the machine simply does not have enough physical ram to allocate to java. You will have to remove some mods till you can get to such 1GiB limit.
In all, 1GiB is the games limit and you will have to remove heavy mods till it can become playable.
