I come to you with a problem. I've been trying to increase the performance of Minecraft - Feed the Beast [with Direwolf20's modpack] to no avail. My machine should be perfectly capable of 60+ fps, and friends with the same specs (and one with the exact same cpu) have very good performance.
It's been a while but the problem also happened in vanilla (if I remember correctly) back when I had Windows 7.
The Problem:
I have poor fps. When at the main base on our server, I'm running 10-15 on load-in, 20 when fully loaded in. When away from the base, I get 29-30 at the most, but usually dipping below that. Framerate is steady, but I used to have problems where the framerate would jitter sporadically, creating what apparently is called "microstutter". It was an oddly anxiety-inducing gaming environment.
Can any of you help me out?
Attempted Fixes:
reinstalled Minecraft (and FTB)
reinstalled OS
upgraded GPU
installed SSD
upgraded OS (to windows 8)
added mod Optifine --> smoothed fps from stuttery to just poor.

First, make sure your monitor is plugged into the dedicated graphics card, and not the onboard video port.
You should also load into the mainboards bios and disable the onboard video, it's possible that minecraft is running on the onboard GPU instead of your dedicated card.
I tried booting into my BIOS and disabling the onboard GPU. Although I didn't find any options that specifically indicated on/off for onboard GPU, I turned off a few GPU related options and made sure that the priority would go to my dedicated GPU. In device manager, AMD Radeon HD 7800 Series is the only display adapter, indicating no onboard graphics should be available.
Definitely plugged into the graphics card.
Unfortunately, this didn't help, as performance is still 10-20fps online, while single-player flatland is around 20-30fps.
A few other things, would be to make sure you are running 64 bit java. Link to download is in my signature.
Many people give minecraft to much memory, if you have changed the allocated memory, make sure you haven't given it to much. Giving to much can actually reduce performance. I run nearly the same mods as the DW pack, and I actually give minecraft LESS memory then default. I use 768 max, and have no issues.
Look for other applications that you have running that could be hogging resources.
Finally, try playing with the setting in optifine, it works both ways, you can improve performance/reduce quality or you can improve the quality/reduce performance. There is another link in my sig, the FPS tips #1. The guy that put that together explored many of the settings that affect performance, while he did do the tutorial for low end systems, it should give you an idea of things to check out and possibly adjust to help boost it up.
Java: running latest 64-bit Java
Memory: reduced memory, no change
Background Programs: Nothing major running, adding extra programs doesn't hamper performance. Skype with video often running, but performance doesn't change whether Skype is running or not.
Drivers: Latest drivers installed according to AMD's auto-downloader (also manual check)
Optifine:
Here's where I was finally able to at least get some change. I had been capped at fps:29, but after reducing the draw distance from (Far+###) to (Normal), FPS increased significantly. I put it back up to (Far) and still have manageable fps in main base (40-45). Interestingly, it shoots up to 60-70 outside the main base. Maybe there's just too many calculations going on with so many different mods acting at once in the base on our server.
I still think my pc should be able to handle it better than it is, but I'm happy knowing that I can at least find places to compromise fanciness for performance.
Your computer should be able to handle better than it is... In my opinion the issue is that Minecraft needs some serious optimisation.
Various ways to improve FPS:
Play around with optifine settings
Play around with video card settings
Change your power setting to High performance
try setting up a ramdisk
Also what is the resolution of your monitor because if you have a massive/HQ monitor it may be the problem
whats your fps when you run distance on tiny and everthing else low ?

you playing SSP right ?
Might be some off your machines or other stuff that causes it to lag, try to copy and paste it in again with another name.. Log in there and destroy machines and other stuff to see if there are any improments to your fps ?
Option to use graphics card with Better graphics card is ONLY available with Nvidia Graphics Cards. They really should put GPU optimization better for minecraft. I play far cry 3 fine but Minecraft i get 15-25 fps
Try going to the AMD graphic control panel. Switch all gaming settings to "use application/custom settings" check them all. That helped me when I was lagging.
Your PC build is the same as mine and I don't know why you'd expect any better performance. The CPU does bottleneck everything and I have never been able to play popular modpacks with Phenom II x4 970 and in a lot of other games that are CPU intensive I find run equally bad. The i5 4690k is the best processor that I'll never have money to afford, good thing DirectX12 reduces the CPU usage in games though right?
I have quite a similar problem, but i'm currently on minecraft 1.10.2 with optifine hd u d2 , i added the smallest shader pack for the light effect and i can't get better than 30-40 fps, vram isn't used more than 30% processor not used more than 10% and ram 2.4 GB, i have a amd fx-6300 hexa-core 3.5 GHz and a nvidia gtx 750 ti, also on ftb infinity unless i get all graphics to low and fast math on i still can't get more than 40-50 fps and sometimes get stuck with the same frame

Make sure you have the latest drivers from the AMD site for the 7800. http://support.amd.com/us/Pages/AMDSupportHub.aspx

Your PC build is the same as mine and I don't know why you'd expect any better performance. The CPU does bottleneck everything and I have never been able to play popular modpacks with Phenom II x4 970 and in a lot of other games that are CPU intensive I find run equally bad.
