I'm having the exact same problem, every time i close/restart minecraft a new one appears. this also impedes me from editing my minecraft.jar to update/downgrade from the snapshots. It always says: This action can't be completed because the file is open in Java(TM) Platform SE library. I am currently raging.
If you have K9 Web Filter installed on your system, that is what is causing this issue. Remove it, and it should pick right up. Essentially, it appears that K9 is screwing up the Snooper feature.
I do not have K9 installed, but I have also been having this problem since 1.3.1. Usually it is preceded by Minecraft freezing and requiring a force close through task manager, but sometimes it just happens when I exit normally. The process javaw.exe will not close, whether I say "End Process" or "End Process Tree". It doesn't happen 100% of the time, but when it does it requires a reboot to get rid of the process.

another thing i have noticed is that this problem does not seem to happen on Linux computers (at least not to me) but on my windows 7 computer i will try uninstalling K9 to see if that will work
well, idk what the k9 proccess is, but im pretty sure i dont have, however, java refuses to close, it will settle down however and get really low on ram usage, but its really really slow, and i really need my ram, as my current computer only has 2gb of ram, so i cant exactly have java eating up all my ram

I to have been having this problem since 1.4.7 at the least. I really need to have this fix because I am constantly needing to restart my computer because of this.I close minecraft, open it back up.Every time I do the java count gets added to the task manager.And since it says it's still opened, I'm not able to delete mods or install them until I restart.I am also having to close my Minecraft even more do to a HUGE bug.After so many times of going into multiplayer, I would go into multiplayer again to choose my server, and find that none of the servers are loading there info (basically polling endlessly).If I refresh the list in this state than my Minecraft freezes forever until I kill it in the task manager (it only kills the one that is currently open, not the ones that are open but really not).I'm begging you guys, please help!!! Has anyone reported this to Mojang yet? if not PLEASE DO

For most users, this is caused by a program called K9 Web Protection. It's a web filter to prevent people from accidently(or purposely), go into sites of nudity, pornography, crime, violence, phishing sites, unsafe sites, etc.
This problem with the RAM leak is not on Minecraft's side.
This problem has to do with another software that is running on your computer.
For most it's K9 Other ones haven't been reported yet.

ok guys well apparently getting rid of k9 web filter works i have the bug but i havent gotten around to getting rid of k9 so can someone tell me if it works thanks
So I found a solution that works SOMETIMES.
In my Task Manager, there was 2 Java's opened when I encountered this, java.exe and java.exe *32.
I ended java.exe *32, and it ended fine. I then tried to end java.exe.
At first, it did nothing, but then it's RAM usage decreased slowly to 0, then java.exe closed.
Doesnt work all the time, but anything that works is good enough for me.
Apologies if this wasnt already suggested, didnt look though this whole thing

I just tried this, pretty sure this is the solution. I tried logging in on both single and multi-player. Process ended just fine.
