Turn everything to the lowest possible setting. If you are still getting like 10fps or less then it's your computer. Either extremely outdated hardware or very very limited memory/too many programs running etc.
I'm a noob, and I was having lag problems on my laptop. I was going to change the video settings but noticed a message saying I only had 32bit Java so I download and installed the 64bit version. No lag since then. Although if you're getting a constant 3-4 fps this might not help you or you much.
Try Optifine it should help as long as you turn your graphics down you should get quite a bit more than you do now.

Optifine mod may help you, but seeing as you get only 4 fps it will still lag a lot even when using Optifine. You may want to format and re-install your windows and if that doesn't help try dedicating more ram to Minecraft.
Try dedicating more RAM to minecraft, also try closing down all other programs which would be using up your CPU...
I find the optifine mod also gives me double my original FPS.
I watched a Tutorial on how to do that, but I was wondering how much it would effect other programs. I have a farely new PC, and I am trying to keep it somewhat balanced.

I use a rather old computer (Windows XP Pro SP3, Tablet PC; 2 Gigs RAM; Mobile Centrino CPU, etc) to play Minecraft on and I have my Settings set to NO OpenGL, Fast (vs Fancy), and Normal Render Distance and this alone has gotten rid of the majority of my lag issues without any mods whatsoever. Also, if you're experiencing lag more towards the later part of your gameplay session, try saving and exiting and restarting Minecraft.

It's because of the large abundance of coding, all these bugs will be worked out in time.
