Let's draw an example from, I dunno, World of Warcraft. That game needs expansions because it actually has an unfinished storyline going.

You can install mods, which are just like expansion packs, except free. Why would you want another expansion pack that would cost you money?

This is the reason we have mods. Additionally, if the expansion packs required to be paid for, people would just buy them and then turn them into mods for other people to use for free.
We must also keep in mind that Minecraft is an indie game. Just because other games have expansion packs, doesn't mean it should.
That is why they are there. Also, expansion packs are essentially being added to the game with the new file system. If you do not want horses, remove the folder containing them.

No Vague Suggestions
Suggestions that are vague or unclear will be removed, for proper discussion to happen suggestions must be well explained and if necessary, well demonstrated.
Minecraft is a periodically updated game by Mojang. As such they are their own small expansion packs. For anything that is not or will not be included in vanilla Minecraft there is the option of using mods to increase or change the experience.
