Okay, I think that stuff could be used to make the underwater more enjoyable, no, this thread does contain stuff like coral and whatnot, so just read (updating the intro soon!)
Underwater Caves
You know those caves that generate underwater? Remember seeing that ravine cut through the ocean? You hated how it always looked derpy how water didn't even fill up the cave below? I know this would be difficult to code, but I think it would be a great idea to make it so that caves fully submerged underwater would be flooded entirely with water (and maybe have coral, fish and squids generate in the caves when 1.7 comes along), more ores, and even some cave specific loot. This would be accompanied with another suggestion - the Diving helmet.
Diving Helmet
The diving helmet would be useful if you were wanting to explore the underwater. No, the helm should not have infinite underwater breathing, but it should simply improve it by a lot. (maybe craft it with gold and glass?) It should also be enchanted with aqua-affinity only, and fits in the helmet spot (the risk with putting on a diving helm is that you would have to remove your current helm and lose some defense, maybe as good as gold but infinite uses)
Cheap Light Block
There should be a light block with a rather cheap crafting recipe, since it would be rather difficult to place torchest underwater with some amount of haste. I was thinking it would require glowstone dust (so you have to get to the nether first) and some amount of glass, giving you multiple of what would be a 'lighted glass' sort of thing in the end. Not very aesthetic, but does the job.

I completely agree. There should be more structures in the ocean, like trenches and underwater caves that have an air hole at the top of the cave. It makes a cool secret entrance to bases and whatnot.

We already have an enchantment that basically does this for us. It's called Respiration. No need to add another item.

A New Enchantment
Aqua Efficiency? That is Aqua Affinity's job. Instead of a new enchantment, why not increase the maximum level on the existing one? We should get more than Affinity I.
