My idea, is a block that gives you a Photoshop like interface when right clicking on it, allowing you to further modify your banner!
Example:
Would turn into this:
This will be the GUI:
The buttons will be wherever the creator adds it.
The New Layer button adds a new layer (duh).
The 3 small buttons at the bottom are for painting purposes, the first one is a Bucket Fill, the second one is the pencil, the 3rd one is the eraser, and the 4th one is the text tool.
All painted banners will be kept in the world folder and the player properties.
And the NBT entry for the Inventory in the players data folder will have an additional tag called Location, which would load the custom banner texture.
If this used dyes as a requirement to paint your banners, I would think this would be a really good addition. I think painting the banners need to be a little more "expensive". And will you add a colour palette? For now, I think no support.
Please explain how you can edit how blocks look in game. Do not say you can already customize banners because that is just a set amount of ids. And dont say that you can get resource packs, because those are completely not what I mean.

Ever had something (or somebody) on your railroad that you did not want there?
the only reason i don't support is because this would be impossible on the xbox
It would not be impossible, its the same as placing blocks, if they did they would probably add some sort of GUI to paint with.

2# They could make more IDs that are just squares for specific positions
#3 They could copy the block placing system into a smaller 2d form

I am not mind blown.
1) Mods do not care about how it effects the rest of the game (generally) & Horses just have a algorithm choosing from a few different designs and colors to make them look better (same with rabbits)
2) They could, but the amount needed for this would be more then every other thing in minecraft combined (not worth the lag/effort to design)
3) No they couldnt, that is completely irrelevant.
4) That was just to be a smartalec wanst it? Anyway, resource packs are not vanilla Minecraft.

This has no relevance to the topic...
Anyways I like the CONCEPT of this, but I just don't think it would pull through in the end. Sorry but No Support

Well, I think I found what I'LL be in the after life. <3 Goats for life.
This is possible, because while Conn6464 is correct that there is a limit on how many values a block can hold, Banners are not a regular block. They have data that determines the direction that the Banner is facing, but the rest of the data is stored as a Block Entity (formerly known as Tile Entities). Block Entities can store a lot of data, which is why a Banner can have 809 quadrillion possibilities where a normal block can only have 16.
So this color data could theoretically be stored as some kind of array or other method of data storage that just contains the hex color code for each pixel in the Banner, or more likely, just using 16 possible values, as that matches the 16 dyes and would make the Block Entity not take as much space. Another benefit would be you could make Banners with a single layer rather than 6 possible layers. And because there would be 800 total pixels on a Banner and 16 colors per Banner you would have 16^800 possible combinations, or 1.976906478982563993654226439838e+963 possible outcomes.
That said, I'm not really a big fan of this. Banners would take a long time to make, and Minecraft (to me) has always been about making cool things with limited tools, rather than having 100% customization. They could easily add redstone randomizers and T-flipflops and all that other jazz, but part of the fun is figuring out how to make those with the simple items we get.

No Support for not being possible.
Support for idea.
Customization with blocks is already possible
Support for Well fledged idea.
