Here's the scenario: You're running away from someone. You are low on health and hunger and have a few potions and a sword. The chaser, however will kill you if you stop, because he has armor. If you throw a splash potion of poison, you might harm yourself. If you throw a health or swiftness, you might give the buff to the chaser as well. You can't stop to drink a potion either, he'd kill you. If only there was something that would give the chaser a debuff so you can get away...
Well, with this suggestion there is!
These potions, which i have called Explode-On-Contact Potion explode (Like a splash potion) when a player touches it. It has a one second "preparing" time after you throw it, where it doesn't do anything, so it doesnt hurt the user of the potion. But if it isn't touched within 2 minutes, it will explode on its own.
It looks like a regular item on the ground, but it doesn't float up or down. To brew it, all you do is brew cocoa beans into a regular potion, because they are now plantable and can be farmed. These are great in pvp situations or dispenser-shooting potion traps in adventure maps.
Either way, if it explodes after 2 seconds (which is what I think you meant) it'll probably hurt you and the pursuer anyway. Wouldn't a harming potion do the same thing (to players) anyway?

You could throw the positive-effect splash potion in front of you. You could also throw the negative-effect splash potion straight up while running, but I guess that'd depend on how far your chaser was from you.

This might not be so effective on some player chases, as they could just keep their eyes sharp and get around it. Not to mention, if you were being chased and you didn't have this in your hotbar, you'd need a different plan for surviving. This may not be in your hotbar anyway, because you might not have planned you were gonna get chased.
