Why not a specific crafting-esque table that allows Concrete and Wool blocks (maybe even Wood Planks) to be colored in anyway you wish? It would have a RGB value slider so you could get a near infinite amount of shades to your liking.
1. Dye manipulation problems, they are in countable "pieces" rather than uncountable grams or mililiters
2. Stackability, it would be rather annoying to have to deal with 16m> different combinations even if bundles are accessible, especially when various players use those colors.
3. Good luck with banners, they are already very complex with 16 colors available
4. Mojang will not make planks dyeable. Compensated, considering various colors from various species.
