Many of the new blocks found in End Cities (i.e. End Stone Bricks and Purpur blocks) can be crafted in bulk amounts of by using other things found in the End. But End Rods cannot be crafted.
My suggestion is that a new ore gets added that generates in the end. It would work like redstone ore in that it lights up when you touch it. When you mine it, it drops 4-6 items. One end rod can be crafted using two of the items and a stick, as shown in the attachment. (Note: glowstone is used as a placeholder)
I'll leave the naming to someone else.
EDIT: Thank you for all your comments! From what I can see, everyone seems to agree with there needing to be a crafting recipe for end rods.
Also, some people have said that the stick shown in the picture should be something else, and I do also agree there. But whatever it is, it should be something from the end.
How about the name is Enderium? Like Uranium and Plutonium. Also, it should have 1 other use. Maybe as a fuel source for the Furnace that smelts double the amount as Coal?
Maybe, but using a normal stick in an end recipe would make no sense. The wisest idea would be just to wait until they come up with a recipe, and if they decide not to, maybe you should come back. I would like to see some way to craft them, but adding a whole new ore type just for this doesn't seem like a very good idea.

Idea: Maybe Enderium is a radioactive rod that looks like a Blaze Rod, kinda like a plutonium rod? And it could craft reinforced tools that have better stats but cannot be enchanted whatsoever. Finally, End Rods would be made with a similar recipe to Torches, with an Enderium Rod in place of Coal and a Popped Chorus Fruit in place of the Stick, making 2.
I don't think there is any reason to be unable to craft end rods. But whatever the recipe is, all ingredients must come from The End.
I'm taking this approach like the sea lanterns. Out of the four building blocks of ocean monuments, they're very limited. However, they can be crafted from, and only from, the guardians' drops. I think this should be a similar deal for the end rods. Perhaps, the crafting materials could be dropped by the shulkers.
EDIT:
Shulkers don't respawn, from what I know, which then hunting them for their drops for end rods wouldn't be very effective. Having them respawn would likely take a lot of rewriting for the mob spawning algorithm, due to their block attaching nature. And Jeb probably won't go back to end cities, like he did for the ocean temples. They and their guardians haven't been changed since their introduction.
Therefore, some other source in The End, like an ore, would be the better option.

I support!
Also, maybe the Ore block of this could be a Light Source? Maybe somewhat like a Purplish sea lantern?

No Support.

This would actually be pretty nice; just use something that isn't a stick in the recipe and you're golden.
Kinda Support I Guess?
