I usually don't have more than a few dogs, so this would be kind of useless. Even if I had plenty of dogs, I could simply sit a bunch down and walk a short distance (like a few blocks) and the dogs that aren't sitting will follow me, while the sitting dogs won't follow me. In this sense, the dog whistle would be really useless. You never even gave us a crafting recipe or a durability on it.

Well if you did the same with a portable redstone signalling item (yes mostly mods do this but there is a reason why, even Modded Storage systems with wireless access are useful for a reason) would it be useless then, I'd say a Whistle is a great idea if you want control of something and don't want to go to it just to interact with 60 different mobs to tell them to sit (if you bring all of them with you yeah it's a bit much or they don't behave for whatever reason it's useful for those reasons yes, who cares if a certain percentage of people use it. I don't use enchantments or potions will Mojang scrap them because I don't use them, no and those are a big part of the game but it's my way of playing compared to others) or in the redstone case want to go home just to stop a contraption.
I support this suggestion and I could come up with similar situations as to why it's a good idea besides the Redstone one. And yes I don't use wolves, and I rarely use Horses but I do from time to time but I can at least see reason in why an idea like this would be great. If not then a mod probably does or should exist that does this.
i think that a whistle or something that calls your dogs to you would be more handy because if you forget where you told them to sit or want to reach them faster, it's just a whistle away

There's a bit of a leap between a whistle and a car, The majority of minecraft seems to be set with medieval level tools, and while they didn't have cars, I'm pretty sure they had flutes and stuff. His excuse isn't "If you don't want it in Minecraft, don't craft it." Someone asked how this would help people without dogs, and he answered along the lines of "If you don't need it, why craft it?"

Dog's do not gather resources, they don't dig, don't build, they don't give you buffs, pretty much all they do is serve as combat assistance, which I'm pretty sure they already do without this item. A whistle is just a faster way to make you're 20+ dogs all sit/stand.

Okay again, if you don't have that many dogs, NOTHING is forcing you to craft this item. I don't make a habit of swimming in lava, so I don't brew a ton of fire res potions. On the other hand, I do generally get a lot of dogs, so this item would be a tremendous help to me. And sure, you defiantly could walk around to make all your wolves sit, the point of this item it to make that faster.
Also, I imagine a crafting recipe would be pretty easy for just about anyone with an imagination to come up with. For example, I think some combination of iron nuggets and either bamboo or sugar cane to serve as the reed in the whistle. Durability-wise, probably a super long time, as a whistle doesn't go through the same amount of physical use as a pickaxe or sword. I've seen gardening tools break here and there throughout my dads various projects, I've never seen a good whistle break from natural wear and tear (ignoring happy meal toys and whatnot).

In terms of actual implementation, I've made a command to simulate the functions of a whistle, (You will need to enter your own UUID if you try to use this for yourself, the dashes are important they need inserted along in the pattern 8-4-4-4-12)

Add an item that causes every tamed wolf to sit or follow you on your command.
Have it craftable using iron...
The benefit is that it will make your 30 dogs following you sit. So when u explore dangerous lands they wont die
