Basalt would be a new block found in the Nether. It would spawn inside and around the edges of lava pools. The block can be crafted into basalt bricks, which are just black bricks. So, yeah, the block is pretty much just for aesthetic purposes.
I've seen other's play that mod, but I haven't played it myself. I think, functionally, netherbrick serves much the same function in vanilla Minecraft. It's made from bricks and does not combust so it can hold lava. It's not black, but it comes in dark red and purple. But, if aesthetically, one wanted a darker stone brick, maybe suggest basalt be added. I think that also exists in a mod as a black colored stone brick and/or in texture packs where andesite or diorite is given a different color and textures.
If there's an excuse for andesite and diorite and granite to exist in the game, why not basalt? Then as we get 'brick' versions of each of them, and slabs, and stairs.
Actually, I'm sure this has been suggested and/or mentioned many times. And it's a good suggestion to have a darker stone variant. At least as far as builders are concerned.
They've added dead coral, but those are all more like greyscale. They'll be good for block varaition. with current andesite and cobble.
But, stone brick and its chiseled version just look more formal. And we don't have that in many other colors. Sandstone and red sandstone have some polished varieties for warm tones. and Quartz serves for white. But, there's not so much a polished black block, is there?
Black terracotta is fancy, but it's a bit too ornate to be formal.

They just have the normal stone brick texture, only black. Like the Seared Bricks in Tinker's Construct.
