So I noticed the phantom doesn't really have a use right now, just for leather, which is nice and all, however, I feel like it should have more of a role in your survival. My buddy and I took it out really quick for such a small reward. So, this is what I personally think would be a good drop for the Phantom.
Tattered Phantom Wing: This is an exclusive item dropped from the phantom that will be very useful for the end game Elytra. Refining your Elytra with the Tattered Phantom Wing will allow you to flying further, but not faster. This could be a great benefit for the Elytra as it is tended to be used to get around places without nothing really stopping you. Like how I see it is, every mob should have it's unique mob drop. Like the Enderman drops Enderpearls, Blazes drop Blaze Rods, and Creeper's drop gunpowder. I think it could be a nice feature that could be added into the game.
Besides, Phantoms already have a use, They are a new threat to those who don't sleep + they serve as a common threat to those who plan on raising turtles... Likewise, they also fill in a gap for an overworld flying hostile AND they are planned to have a new drop in a future snapshot...
Using this item to craft rather than enhance elytra might be an idea.
Yes this does move them to a renewable resource, but it would solve part of the SMP problem of those who make it to the end cities first obtaining an insurmountable advantage.
Assuming each set required six of these (which ought to be rare say chance in 200 to drop), a nether star, a lingering potion of both jumping, and a diamond block – they would remain an end game item, but not one that could be made unobtainable to other players.

As long as you could also repair the elytra with this, I think it'd be a good use for the phantom. Perhaps once the durability of elytras goes below the original amount it has to be repaired again with the tattered phantom wing to once again have a higher durability (flight time).
To be honest, elytra being repaired with leather could be removed with this feature, as this would be more balanced. The ability to enchant elytras could also be removed, making the player required to kill phantoms in order to maintain their elytra.
Actually, every mob does need a use. This is why so many people have been angered by the addition of the polar bear. There is simply no point to a mob when it doesn't have a use. The use of some mobs, however, is a little unclear; bats actually have two uses: aesthetics & finding caves (you can hear the bat squeaks). Not every mob can only have the use of "aesthetics," though, as that is only an acceptable argument for the mob to be there if the mob is simple and/or requires little effort to implement.
The drop of this mob should be a brewing ingredient that enhances player's flight experience. However, it shouldn't be so overpowered that it destroys the use of horses.

That would be a messy recipe that would be available long before Elytra can be currently found.
Messy, true, but a product of trying to keep craftable elytra from being obtained "long before" one currently can:
The lingering potion requires dragon's breath so defeating at least one end dragon is needed, the rest is intended to bump up the resource cost.
I wasn't able to find any renewable block or item that was exclusive to end cities (which would have been my preference). [Allowing shulkers to spawn in end cities would fix this as well as the other get there first or do without item from the end, but seemed farther off-topic than I wanted to go.]
