Structure is found using Nether Gems, a combination of endstone, an eye of ender and raw quartz. Drops special crafting recipes and has a deep red boss bar.

Illagers are already in game, I think he meant illagers should raid villagers. Which sounds like a nice idea.
As for the red dragon drops, he meant there should be crafting recipes added to the game, which unlocks new things to craft that you can't craft before founding a crafting recipe for it. This one isn't really necessary because you can already craft anything without a recipe.
New structure for each biome is a really great one though. I support that one.
