I've been messing around with Settings on XSplit (Trial Version), and after researching the BEST settings, I've finally figured them out! Hopefully this helps solve your problems while streaming, if not, reply down below! I'll be more than happy to help you out!
If you're unable to get good FPS, you could always lower your Resolution down to 540p. (Keep in mind, the quality of the stream will decrease).
Frame Rate:
You want to make sure you stream in 30FPS in order to stream in 60 FPS, you need to buy XSplit!
(IT ONLY STREAM IN 60FPS IF YOU'RE PARTNERED WITH TWITCH)!
Scene Transition:
This Option does not affect your FPS.
Under "Broadcast", go ahead and click the Settings icon on the right side. To the right of where it says "Twitch - gamingferrets - GamingFerrets".
Note: YOU MUST have your Twitch/streaming account connected to your XSplit account!
Twitch Properties:
Make sure ALL your settings are as followed! The ONLY setting that should be changed (depending on where you live) is the "Server" option.
Pick the location closest to where you live!

Also you should not that lowering your bitrate/buffer rate will help with people that constantly have buffering issues on twitch. I have gone into several streams and constantly have to buffer the stream. A lot of streamers try to blame this solely on the person watching the stream when that is not the case in most circumstances.

Fixed it! What I meant to say is that you need to purchase XSplit to stream in 60 FPS! xD
When I try using OBS, it limits my FPS down to 20, even though I put it to 30. I feel as if XSplit it better if you have a Windows 8.
