P.S. Also it's not a png file it's an apng file, Animated PNG you need paint.NET and a plugin for paint.NET and one for chrome here's the one for chrome and Firefox doesn't need a plugin it probably has it coded in but you should know this, Your the one making the screen saver here!
I have fixed the screensaver's "Relay" (The ssmci3.scr thats in the windows directory, it launches the actual screensaver located in %APPDATA%\ssmci3\ ) so that it shouldn't cause any potential deadlock situations. I have also modified the screensaver so that it loads faster when you click preview and when viewing it in the windows screensaver selector by making it only load the resource pack that is selected.
So it should load faster and there shouldn't be any possibility of the screensaver blocking the windows screensaver selector with a deadlock.
PPS : now I've a suggestion^^ I really enjoyed the numerous settings of the previous versions, especially the possibility for the screensaver to play Minecraft musics. Do you think you could add it in v3 ?
Music is planned. I haven't yet started on re-writing the sound system.
Are there any screensaver settings (For the different modes) which you miss? I'm not sure about some of the old settings like the ability to create your own Minecraft Logo for the Minecraft Logo mode which i bet no one really used.
BlockMap is what it was called. The Minecraft Logo mode uses an image to work out where the blocks should fall from. With version 3 you can manually edit the image, but there is no built in setting in the config screen. There were also fall options with version 2, which allowed you for example to make it drop blocks left to right instead of randomly(By making the random fall spread a low value iirc).
The settings you mention (Excluding the subtitles) actually exist internally there just currently isn't any way to change them (They actually get saved into the setting file). I will make it so you can change them.

It looks like the most recent Minecraft Version is not 1.6 or 1.7 on your computer. When FS is 0 the screensaver can't find any images. Basically with the latest launcher you have multiple versions of Minecraft in the %APPDATA%\.minecraft\versions\ directory. Each version has a json file which states the date it was released, which the screensaver uses to work out what the latest version is.
I have modified the screensaver so that it checks the version it picks as the most recent for textures and if it doesn't find any it picks the next most recent one, etc.
You can get the updated ssmci3.scr from Here. (Place in %APPDATA%\SSMCI3\ )
Does this happen when you goto the settings bit? There isn't really anything that uses LoadLibrary except OpenGL (And if you can run version 2 of the screensaver then it shouldn't be the cause as its the same DLL's). Have you tried restarting your computer?
In the screensaver's settings/configuration bit, does the preview button work? (As in the screensavers own settings bit not the windows screensaver selector)
EDIT: I have found This Site which describes a situation that sounds like yours. If its right then your graphics card drivers are detecting that the screensaver is a screensaver and disabling hardware acceleration which then causes the problem. I have modified the screensaver so that the actual screensaver now has an exe extension (Though the relay still has to have .scr as its extension) which will hopefully make the drivers think its a normal application. You can get the updated version from the downloads page.
If it doesn't work then you will have to look at your graphics card driver's settings to see if there is any way to make it have hardware acceleration enabled for the screensaver.
Hey is there any way that it can run without using OpenGL 3.0? I love the idea of a minecraft screensaver, very original . But unfortunately, I can't run it on my computer . I've tried multiple times to update my driver but it still ends up with OpenGL 1.0 and the screensaver says it won't work unless its OpenGL 3.0 or higher.
If it helps, I have a Intel HD Graphics 4000 card
Version 2 of the Screensaver works on lower OpenGL versions but it probably won't run on Microsoft's Fallback drivers which are used when the Graphics Cards own drivers are not installed properly (Which is what it sounds like in your case). Your Graphics card based on a quick google search should support OpenGL 4.

I have a problem with it where it renders all the blocks in 2D instead of 3D, and a few other problems.
I'm running a Windows 8.1 (64-bit) with a Intel® Celeron® processor with Intel® HD Graphics 2000. I also had these problems with version 1 and 2 of the screensaver (except those were tested on Windows 8, but same processor).

Could you run This and post the contents of the advanced tab?
Based on what you posted your Card "should" be compatible but Intel Graphics cards are known to be very bad when it comes to OpenGL support (Even though they say they support it. Direct X support isn't meant to be on par with NVidia/AMD either).

You could try updating to the latest drivers. Does the screensaver have the same problem when run directly from %APPDATA%\ssmci3\ssmci3.exe ? Intel have been known to disable hardware acceleration with screensavers in the past, i don't know if that would cause any noticeable problems.

They're the latest version and it still has the same problem when ran directly.
