Okay, I went ahead and tested it a few ways: First, I loaded 18w20b in single player and swam around for awhile. No air at all, and the ocean was fine. Then, I loaded it as a server and did the same. Again, no air at all and the ocean was fine. Lastly, I created a 16w18a server, created a world, then loaded it in 18w20b. As soon as I did this, the air blocks appeared:
However, I'd like to note that these feel, and act harmless as far as I can tell, since they're only at the bottom of the ocean. I haven't encountered any at a higher elevation yet. I'd also like to say that the world generator in this new snapshot seems to be kind of wonky. It - occasionally - won't generate any trees at all, and all biomes are generated as just empty land.
So, I guess it's up to you if you're okay with these bugs, or if you want to wait. Personally, I'm okay with them.

Ahead of the Official Update to Minecraft 1.13, I have decided to launch a "beta" server, running on the latest snapshot.
This will be a fresh vanilla world (no plugins). The world we build in the beta will be used as the new world for the new release (so long as the snapshots don't have any world breakers). There will not be any plugins on the beta server (I'm using a super cheap hosting solution for the beta). You can join the beta server here:

I think we should keep the current snapshot until the bugs with land and sea generation are fixed.
They fixed both of those, and numerous other bugs in this week's third snapshot of the week, a 'c' edition of 18w20. Here's the developer video for it:

Yup, this is an inconsistent bug with the 18w16a snapshot (from the 19th of April) that Jester has the server on. The current snapshot is 18w20c, and is from the 17th of May, which is almost an entire month newer than our server.
When/if we update, that should be fixed. As it is though, it seems like Jester wants to wait a bit still. Last time this happened, Jester just had to reboot the server.

Minecraft username: Currently GunSlinger4750, but will probably change to what I'm more commonly known as Gunnn
How long you’ve been playing Minecraft: Almost 8 years now, my original account was https://www.minecraftforum.net/members/GunSlinger4750 and you can see when I joined, but for some reason when I try to log in to that it auto logs in to this account now, I haven't been on these forums for years so I have no idea how to sort that out haha.
Your age (we have no age limit, but most players are over 18): 19, closing in on 20
Something about you or why you want to join: Well I've been playing MC on and off for the 8 years I've owned it and it's a game that I can never just stay away from. Across all the servers that I've played on, I would estimate that I've totalled at least 7000 hours of Minecraft play time, probably closer to 8000+. In this time SMP has been one of my favourite things to do, but the server that I played on most shut down a while ago. I still play games with the friends that I made from that server, but now I'm looking for a new server which is very similar (I found that server to be perfect in pretty much every aspect!) and this one seems almost identical! I play other games like Overwatch and Rocket League more now, but I'm just looking for a server to just chill on and relax in some calm SMP.
Name something you've always wanted to build in MC but never have been able to: Completely honestly, I've never been much of a builder. I lack the creativity required for it. For that reason, there's not much that I've ever wanted to build. I mostly just mine and hoard resources which contribute to others builds. Usually if I'm building it's just following instructions from someone else and helping them out with their build.
Also sorry for the essay, I got carried away
Hello, sorry about the delay. I saw your post right when you made it, but I wasn't able to login at that moment. However, I've logged in now and added you to the whitelist:
I'd like to note that most players are currently active on the 1.13 snapshot server which we have running right now. You can read about that (if you haven't already) in the first paragraph of the opening post. Also, I'm not an operator so you'll have to wait for the owner of the server (AegisJester) to add you to that one's whitelist if you want to play it.
Please bear in mind that since it's a snapshot server, it's 100% pure vanilla. That means no commands, no grief protection, creepers actually destroy blocks, etc. If you're okay with this, then I'd suggest playing the snapshot server. If not, then the 'main' server is still currently online. It has the basic essentials commands (/home, /spawn, etc.), along with a number of helpful plugins such as mcmmo. Just remember that everyone will most likely be on the snapshot server, so you may end up playing alone.
That said, when the 1.13 update officially happens, spigot releases a stable build, and our core plugins are updated, we will be fully migrating to the new map on the snapshot server. Anything built on the main server will be left behind, but you'll be able to request for your structures, chests, etc be copied over. More expansive things like tunnels and rails, will not be kept.

Hey Aegis,
Now that we've finished our largest project I think we should make another medium size one - a mob farm. Eegah made something in our 1.12 server that has about a dozen levels and timed water flooding to push mobs off a ledge to their death where more flooding pushing drops into a bin (or lots of hoppers). The floor that the mobs fall onto would be made of magma blocks to kill the mobs whether the fall kills them or not.
A farm like this would produce all the zombie flesh for trading, bones for meal and gunpowder for rockets (elytras) that we could ever need. I think we should get this sort of thing going because when we do eventually find elytras we don't want to have to make a tower ever couple hundred blocks just to jump again.
Speaking of elytras, I'm having a ridiculously hard time finding an end city let alone an elytra. I've died twice from my pearl hitting the side of an island and dropping me to the void, after traveling far in excess of 1000-3000 blocks looking. And that is quite a distance when you can't just keep running and have to either build platforms or use pearls. If I do ever get my hands on an elytra my plan is to go on a collection binge making shulker boxes to keep the loot and using the end chests to send it back. I want to collect a large quantity of elytras to share among us until the pure vanilla is replaced and we can do tps to homes.

O Hai! I am a moderator for MCL+ We're a semi-vanilla server with MCMMO and enderpearl surfing.
So there is an error in this snapshot where end cities do not generate in certain directions. and the ones that do generate are not fully generated
I recommenced an end reset when we move the server over.
I have a few boxes you guys can use however but sadly no wings.
Also I am on bored with a farm to generate gunpowder, my next protect will involve underground city where i want the look to seem like a cave, and tnt blasts do a good job or making things look natural.
I recommend directly above the are with the maps, as it will be in range of my area and Aegis/ meaning it should be loaded most of the time. But if Aegis dosnt want an ugly floating farm i totally understand.
Im also hollowing out space under my area if we want an underground one.

Yup, this was one of the bugs that the most recent snapshot - 18w21b - fixes. Sadly, Jester still has the server on a snapshot from over a month ago - 18w16a. Lots of new content, crash fixes, and bug fixes have happened since then. So, all we can do is wait for Jester to update.
Partially why I haven't logged into the snapshot recently, is because I'm waiting for them to update to a newer snapshot. The one the server is still on, has some extremely severe performance issues on specific cpu models. My i7-7700k is one of the affected ones, and it jumps to 100% usage at the slightest movement. As a result, I also have 10-20fps on there.

Sounds great Lester, I think I can show you Eegah's farm in the 1.12 server if you don't already have a functional design. We don't need it necessarily permanently on. We can have people go afk if they want and just put a roof so phantoms don't get them.
How many shulker boxes have you gotten already and what direction did you go from the central end island to bump into these cities?
