So my dad has a FTP server, where he can store files, like html files for the web. And I want to create a Small Minecraft server for me and my friend. I know how to set up a paper Minecraft server on my own computer. But, I don't know if I can just do the same on that ftp server, like download and open the files, and run the "start.cmd" file on there. and if I'm wrong please tell me I am kinda noob to this stuff.
It's best that you use a server that is specifically for hosting servers. FTP servers are likely to be storage servers only, as such, you may not able to execute a start.bat file.
Edit: Further, even if you can, you will need to install a server management software like Pterodactyl in the server to manage your server (since a command window won't appear unless you're able to access the server via a client like a home computer or laptop)

There are many hosting sites that support Paper because it's so well optimized. And yes if you have FTP client on your PC you can connect to your dad's computer and transfer server files thus making it same as the original. Then you can play just like you did on your own paper server. Hope this helps.
I cannot read the language on the website. If it states that they provide full root access and if your server is labelled as a dedicated server, then what you'll need is to do what I said in my previous post; you will still need to install pterodactyl for server management and at that point, you're on your own.

You can consider PebbleHost ($1/gb) -> https://pebblehost.com/
for your hosting needs.
