Hello, When I run a minecraft server if I configured the ip address to my virtual server's IP; it says; Failed bind to port; When I don't configure the ip section, if I leave it empty, it runs successfully but after that, the server doesn't seem to exist. Like nobody can connect it, it basically can't be connected.

This basically means that the port you're trying to run a server on is already running another server.
Your Server's Adress should look something like this:
xx.xx.xx.xx:yyyyy
Where xx.xx.xx.xx is your server's IP
And yyyyy is your server's port.
For example:
255.196.124.13:25568
This would seem to imply that the IP you have been assigned is not a dedicated IP. Meaning: You have to be sure to include the server port for it to work, as shown in my example above.
1: Talk to your internet provider to see if there are any problems there
2: For the other servers that you tried to connect to, make sure you
have the right IP address, and include a port number if required. you do not need the port number if it is 25565, which is the Minecraft default port.
Example:
IP address: 12.3.4.56
Port number: 25566
IP address including port: 12.3.4.56:25566
3: If you are still having problems, post your server IP address on the
forums so I can see if I have any problems. I will also need to know
when it will be on, so figure out a scheduled time range and post that,
as well. Don't worry, I will only see if I can get a signal from it. I
will not do anything else unless permitted.
Though I am not a professional, I can still be of great help, because I
have dealt with setting up a Minecraft server, and most of the problems
comming from the laptop that runs it.

This basically means that the port you're trying to run a server on is already running another server.
