Let's think about this for a bit. Minecraft Realms is supposed to be a hosting service for multiplayer servers. Apparently it'll be hosted by Multiplay. The flaw is not only its limitations but its price. Think of it, whitelists are mandatory, it won't have as many players as you might want, there cannot be an administrator, and it doesn't support modifications, content and can-be-programmed-in-vanilla-plugins. If that's the case, I'm expecting this to be pretty damn cheap, say a dollar a month.
You must also realise that the servers provided for hosting them aren't exactly free, either. It's meant to be an easy, lag-free experience for people to get together with friends with zero external hassle. For some, that aspect is priceless.

I really like to have a small server to play with just a couple friends, so we have a place to call are own to do with, but it hard, as it seems most choices seem costly, so i am hopping this option may be cheap.

Actually, you're wrong on many fronts.
First of all, this isn't designed for Mojang to host large servers, but for Mojang to host the online equivalent of a LAN world; small, fast, easy to connect to, and easy to manage.
Also, before I explain any further keep in mind that is only a private alpha test. Things aren't done cooking on Mojang's end.
And third, if you were to have a fast (let's just say 1GB of RAM, for now) on another hosting service (first thing on Google, http://servercraft.co/minecraft-servers/ ) it would cost you $20-$25 USD. Let's say Realms servers have 2 GB of RAM, approximately $30!
If you've ever gone into private server hosting (like I have for almost a year), $15 a month for a decent no-lag-whatsoever server with all kinds of built-in cool stuff is a bloody bargain!
TL;DR Minecraft Realms is designed to make private servers more affordable to the masses and is NOT designed to combat large or small public servers.
A whitelist is required since it's more of a service to play with your friends, not with random fokin people from the internet you don't even know.
And yes, you can set administrators. (operators)
EDIT: It's really cheap. 7 euros monthly is nothing.
