Modern servers can take a while to load chunks. In my experience the best approach is to enable flying or install a plugin that lets them float for longer when joining before it is considered flying.
EDIT: Does it load eventually or does it just not load chunks at all? That would be a different problem.

Enable flying in server.properties; you may just have slower computers which take longer to load.

My pc isn't slow, just unsure why me and others are experiencing this since other servers can be joined. My server is refusing to load anything?

tried other types of servers and no luck.
It's not loading any at all. Then kicks for the floating timeout

checked the list, and none of the software are conflicting

Post a HijackThis log.

Run HijackThis as Administrator, click on "I accept", then "Do a system scan and save a log file".

Does it say anything about being overloaded? Maybe your firewall is blocking something?
