So I made a server in 1.8.9 and I cannot connect through localhost. The port remains unchanged, (25565), and I can connect with my IPV4 address and 0.
Just as localhost my public ip doesn't work either. The only difference between these two is that only localhost is pinging while my public ip cannot find the server.
My status:
I am portforwarding with uTorrent and I currently use no antivirus. (Without this localhost won't even ping)
I've already added java to the list of allowed programs in the fire wall.
You can try change "server-ip=192.168.10.127" to "server-ip="
Yes I know, but the thing is I want it to work even when I type in an IP in the properties file, so that it possibly fixes my public ip connection. I want to create a server which my friends can join through hosting via my computer.
the server-ip= line should be left blank in 99% of cases, there is no reason for you to put an ip in there
you should also port forward with your router not a program thats not even related to port forwarding, utorrent is a program for torrenting things, NOT portforwarding

Adding port forwarding rules through firewall.
Tried whilst having firewall turned off.
Tried whilst using other ports.
