I am trying to make a minecraft server my friend and I can play on. One problem, He lives in another state. I fixed the failed to bind problem. But I cannot figure out what my external ip is. I went to my ip and it told me my ip. I then took that ip address and went over Port Checker and it said my port was filtered and the host is up. But when I take that ip address and click add server in minecraft and put it in all it does is is say connection timed out no further info. My internal ip works fine when I put it in but I need my external so my friend can work

Then How would I make it so my friend can join?

You don't. You connect with localhost, your friends through your public IP.
When I put in my public IP it loads forever then says "Can't Connect to Server"

You must use IP localhost to join your server.
