Hi! I'm hosting a server for a few of my friends and one of them is encountering an error where they cannot connect at all, and upon attempting a connection they receive this error:
I have personally done as much troubleshooting as I can including:
running on a different port
checking firewall, event, and system logs in my network console (nothing appeared out of the ordinary)
specifying the IP in the server properties
attempting personal connection both through localhost and specified IP
cycling network
and they have tried the following:
Checking firewall rules for Minecraft -- and subsequently giving a full-pass to minecraft connections
Relogging in MC
cycling computer
cycling network
I'll specify that I'm running through Comcast (hate them ugh, thanks Denver), and that I'm running a dynamic 10-dot-based IP, but that's probably not the issue as I've had two other people successfully connect and play on the server.

Does your friend's network support IPv6?
Have him ping ipv6.google.com
Under windows:
ping -6 ipv6.google.com
Linux:
ping6 ipv6.google.com
