Did you try giving your server a rest? They should stay cool but if they get too warm (bad on management end) then will not work as well. You also may want to check out your malisiscore. It is generating some nice network info.

You means thermal throttling? If so then the Ghz will under clock. Not sure if the user is even using high CPU though.
My serve is laggy with low tps, i have tried all fixes i could find and nothing seems to work.
Server is a dedicated machine no other programs running it has a very stripped down version of windows 7
CPU: AMD FX 4130
RAM: 8GB Patriot Viper
Storage: 128GB SSD & 250GB HDD
TPS is around 4...
