I'm starting up my own server for use in a Minecraft Summer Camp. I created a town and put a plot up for sale, but when I tried to claim it, it said "You cannot own more than 0 plots". I looked in the towny config file, but I couldn't find anything wrong. In fact, the place where it says "maximum claimable plots" the number is 10. Any idea what's going on?

Hi there,
I'm starting up my own server for use in a Minecraft Summer Camp. I created a town and put a plot up for sale, but when I tried to claim it, it said "You cannot own more than 0 plots". I looked in the towny config file, but I couldn't find anything wrong. In fact, the place where it says "maximum claimable plots" the number is 10. Any idea what's going on?

So far I have only tried it as the Mayor of said town. I'm working on logging in on another account to see if it's the same for residents.
UPDATE: Residents cannot claim plots that are up for sale either.
