I host my own server with my own mod pack of 88 mods. I added and updated a few mods and realized I was missing a lot of world generated items.
I don't want to loose our servers progression so I just want to "regenerate" the "overworld".
I know the overworld is the "region" folder. Deleting that will make the server repopulate the world as brand new but it will be the same old world without the player changes. I don't want this, I want a whole new "Biome -o- plenty" generation, new seed, new layout, new locations.
So I found that the seed and world generation information is saved in the "level.DAT" file. If you remove this as well as the region folder. A whole new world will be created (thats what I want). But all the mod blocks and items receive new ID's so it messes up any current progression.
I need a way to edit the level.DAT file to reconstruct the overworld but keep ID assignments.
I want to be able to use MC edit to paste the players base within the new generated world without blocks and items randomly changing to different things.

try to delete the region files in areas that you have not built in or in another world eg: twilight world that might help
I might try that along with using NBTExplorer to edit the properties if the level.bat file.
This worked. Anyone who wants to reset the overworld and past in thier old bas via MCedit. This method worked like a charm.
Use NBTExporter- make sure you have a new seed number chosen to enter in the appropriate field.
