Ive been trying to get a vanilla 1.8 server up for two days now and with no luck. I think my problem is port forwarding because nobody can connect, they just get the timed out message. (I can connect) Any help would be appreciated.
In your server.properties, remove the IP address. You do not need that unless you have multiple network interfaces, and you only want the server to listen on one. Does your modem have a router built in or a port forwarding option? Try going to 192.168.100.1 in your browser and see what you get.

There is a port forwarding section, but I've been told to use the applications with custom rules instead, because you can do both TCP and UDP. (Look at my first image)
You only need to forward TCP. Minecraft does not use UDP. What are the first 2 numbers of the Modem IP address?

Your modem is blocking your port. I just scanned it from here, and it is returning filtered. You need to forward the modem as well. Try using your browser to go to 192.168.100.1. That should get you to your modem. You'll have to forward 25565 from the modem to the IP of your default gateway.

I appreciate the praise. Open your browser, and try to see if you get a configuration page by typing in the address bar 192.168.100.1. If you do, it is your modem. Look around in there and see if there is a port forwarding / firewall option in it. If there is, you'll need to create a port forward on it, that's destination IP address is the IP of your default gateway, also using the port 25565.

I know what my modem configuration is and I have it up. Ive already port forwarded my ipv4. Now I need to also port forward my default gateway to the same port?
Nope. Connect to modem using the address I gave you -> Look for port-mapping / firewall option on the MODEM -> Port-map the modem, to the ROUTER internal IP address (usually 192.168.1.1)
On the modem it should look similar to:
Service: Minecraft (or whatever you want to name it)
IP address: 192.168.1.1
Port: 25565
Protocol: TCP

Visually, it will be set up like this: Outside Minecraft Player -> Connects to port 25565 at the MODEM -> MODEM forwards port to ROUTER -> ROUTER forwards port to SERVER
