Last time I posted this it didn't get a fix so I got a lot more information.
No matter what version of a minecraft server I run it will not generate new files and always uses files that for the life of me I can not find on my computer. No mater the version same map and options are there and the server is playable.
The only thing I have to go on is what the server says when it is loaded up which is this.

When using a 1.7.2 sever jar. If anyone could help me fix this that would be amazing.
So have you tried running the .exe version of the program? I know its probably not what you want but it would help us isolate the problem. Have you also tried running the program from a different directory with a empty folder? There's obviously something weird going on but we need to figure out what
Ill try to run the exe version and tell you what happens.And ive moved around the server jar to many places each one the jar is by itself and will not generate new files.
Can you post the .exe logs? So in the past have you got a server to run on this computer or have you never been able to set up a server? The .exe is usually pretty simple to use, if its not working that hints at a larger problem.
Okay not an exact copy I have more information on the problem and it was not solved last time. When I say it does not generate files I mean when the jar or sever runs it seems to just run files from another location that I cant find no matter how hard I search. I have run servers on this computer before. all kinds of them I found this problem after I had a long break from minecraft and I tried to set up a modded server. Never had anything happen like this before. Ill try to get the exe logs

That exception shouldn't matter at all. I'm able to reproduce it here (I removed all files except eula.txt so it starts at step 1):
It's saying it can't find a console (in this case the command prompt). If you were to start the mcserver from the command prompt:

Oh this is duplicate? That is against the rules.
That is not the problem. If you payed attention the OP said his server works but he cannot find his server files.
