The Server.properties file should have a "motd" field at the very bottom. That is if you're running a newly created 1.1 server. That field was a very recent addition I believe.

I don't think that's for when people log in. (I assume) he wants that, but that changes the words above the server address in the multiplayer menu, iirc.
you can do it with tellraw, a hard to use command but, people have made generators for it. then you can set up a redstone clock to constantly broadcast the message.
Just an f.y.i., a bukkit without plugins is the exact same thing as a vanilla. You could just add a motd plugin and call it that.
EDIT: On that note, I do not believe you can with Vanilla.
