Cool how does it work? Your downloadlink doesn't work.
People have attempted to customizing the "glint" texture in
Minecraft's assets but didn't know that the game only loads colors that
have RGB levels for glint higher than about 50-70. For instance if you wanted to
use red you could use a red value of 255 but green and blue need to be
about 60. I don't remember what exact levels I used but they were about
that high.

It should still work. Even with 1.13.2. However you must extract the zip and make sure the contents aren't put into a new folder. So you should have a folder called "Rainbow Enchant" in your resourcepacks folder. And in that "Rainbow Enchant" folder should be the assets, pack.mcmeta, and pack.png...
Some unarchiving applications will put the contents of an archive into a new folder named after the archive. So it puts the pack contents in a folder in a folder. This causes the game to not see anything at all. Annoying. Hope this helps! C:
