That's not a resource pack issue, it's a "your computer isn't good enough issue". Normally when Minecraft blanks out all of the textures white it means you've run out of some system resource, usually video ram.
As such the fix for this is either to get rid of whatever mods you need to to lessen the load on your system, get rid of any resource-intensive elements of your pack (skyboxes), or the ultimate solution is just to get a better PC.
