Nope. Optifine just doesn't take the blockstate file into account when applying the texture. You'll need to change the sand's blockstate file to remove the random rotations.
That does help! I'd considered orientation but it was one of several dozen possibilities that I'd have had to sift through, one at a time. Thanks for pointing me in the right direction, Alvoria!
Edit to add: Removed the orientations in the blockstate json and it works. Now I just have to go back and edit my terrible base image before splitting it in Krita. Too much contrast, I think...

Nope. Optifine just doesn't take the blockstate file into account when applying the texture. You'll need to change the sand's blockstate file to remove the random rotations.
