Of course, it's the texture pack creator's choice whether they do or not. But I just tried two texture packs in a row with my pink leather armour and I didn't see any change in either of them. But then, the third pack I tried did support it.
Does supporting dyed armour require extra textures or something? I'm just trying to understand why someone might make the choice to not support dying armour.

Yes. It requires a texture for the dyeable parts and another for non-dyeable parts.
As for the 'why', many packs might have had a leather theme for years until dyeable armor was added. For some, it might just be aesthetics... like mine I made leather black (which I begrudgingly changed, the armor itself isn't so much an issue but things like contrast on bookshelves/item frames is, I dislike non-crafted aesthetics so that's part of why I dislike dyeable armor).
Other packs might have a theme that doesn't work into being dyeable. Simply put, the recoloring system Mojang uses ONLY does brightness, saturation and hues aren't really controllable (sometimes you can hack something for an effect, but usually it has a balanced effect: some colors will be prettier while others uglier). So any pack that does something like an alien/robot cow won't work, particularly because the default color is tan and cannot be changed. Something like a candy cow or diseased/tainted cow you might see in themed packs won't work at all with dyeing because the armor texture will have high detail with many different hues/saturation.
So if some of this stuff applies, the artist may have blocked dyeing via the texture so they could keep their creative freedom. Although if it looks like normal leather I'm not sure why they would do that.
