Pretty simple really, just play a sound whenever it changes to sunrise/dawn/morning (whatever minecraft internally calls it when it becomes "day") and a different sound when it changes to sunset/dusk/night (ditto).
This is mostly for an adventure map, so it won't need to be too detailed. Optional stuff like "sound doesn't play if below certain height" isn't needed but not unwelcome.
BONUS:
A toggle for a third sound that plays every minecraft "hour"
So I thought I could make something for you, but the closest I can get, I can make it crow and howl, but I can only make it howl at when you wake up.. Sorry mate
