I'm a simplest so I'll keep this short and sweet all. All I ever wanted since 1.11 was just to have crafting levels above 3 (or 5). You can get higher/unobtainable levels with commands for example efficiency X (10)... Or even unbreaking 1000.
Ways of doing this:
Add books with higher levels to dungeons, mineshafts, temples, etc.
Combine book levels via anvils
Additional Book Ideas:
Vein - Pickaxe - Mines entire mineral vein including granite, andesite, and diorite
Blast 1/2/3/4/5 - Pickaxe - Mines a straight 3x3 x 1/2/3/4/5 line
Chop - Axe - Cuts down entire tree and leaves
Dismember 1/2/3 - Swords, Axes - has a 5/10/15% chance of dropping the killed mobs' skull
Gleam 1/2/3 - Helmet - Provides light levels of 5/11/15 in dark areas
Regeneration 1/2/3/4/5 - Armor - Chance to regain some health when killing a mob
Amphibious - Helmet - Gain the ability to breathe underwater
Swift - Boots - Lets you walk faster
Wolverine 1/2/3/4/5 Chance to spawn 1/2/3/4/5 Wolves when attacked
Guardian 1/2/3 - Chance to spawns 1/2/3 Iron Golems when attacked
Vault - Boots - Lets you jump higher
Absorb 1/2/3/4/5 - Sword, Bow - Chance to absorb health from a mob
Telepathy - Pickaxe, Shovel, Axe, Bow, Sword - Automatically send mined blocks and mob drops to your inventory
Autosmelt - Pickaxe - Smelts ore when mined and works with fortune levels
Wisdom 1/2/3/4/5 - Pickaxe, Sword, Axe, Bow - Items have a chance to drop 2x/3x/4x/5x/6x XP ores
Afterlife - Armor, Tools - That item will follow you into the next life highly damaged upon respawning
