You'll want to modify the "generic.movementSpeed" attribute. Setting this to 0 will prevent the mob from moving:
Put this command in CB1: setblock ~ ~-1 ~ redstone_block
Put this command in CB2: setblock ~ ~1 ~ stone
Put this command in CB3: tp @e[type=Zombie] ~ ~ ~ X Y

Now the X and Y, if you look on F3, to the bottomish of the top left part, you'll see moving things, side to side, one will move up and down (Y), and one will move side to side (X), that is not real coordinates, thats the coordinates your looking at, if you make this combie constantly get tped to that coordinate you want (Example: tp @e[type=Zombie] ~ ~ ~ 120 40) then it will look seemless.
Once you are done setting up that, put the RB (Redstone Block) in the middle to start the clock, if you didn't set up the selector ([type=Zombie]) up right and it tps everything that way, thats fine, just you cannot move your mouse, use WASD (move keys, may be different for you) and walk over there, then break the TOP commandblock.

It should face a player when they come near, but I don't know of a way to keep it in a constant, statuelike position

Not perfectly still. I mean it can rotate, but it will generally remain in a forward/semi-forward position.

EDIT: I am also trying to use /testfor to test for a player but it says "the entity UUID provided is an invalid format"
