Ok. I didn't spend time with 1.15 since villagers won't havest/ won't make babies.
My 1.15 villages are overrun with babies so breeding villagers in 1.15 should have worked fine. If you used a breeding farm maybe it just needed some fixing.

Ok. I'm fine with upcoming 1.16. I won't bother with 1.15.
According to the Wiki a panicking villager can summon a golem if there are at least 2 other villagers that want a golem and he/they(?) are rested and have worked recently.
A villager that just perceives a lack of golems (hasn't seen one in 30 seconds) can summon one if there are at least 4 other villagers that want one.
So that would explain why it worked in peaceful and took 5 villagers.

Wiki claims they can also do it when gossiping, although the gossip usually comes after some scare or attack. Maybe if the player is hostile or if wolves attack?

I have yet to see a village I am trying to protect spawn a golem. I've seen 3 villages wiped out after the new update because I could not handle being the only one killing mobs and or raiders and still try to obtain resources for trading or iron for armor and golems. After the third village died I just deleted the world. I am playing on survival mode with normal difficulty and fully stock or default settings. I have one world on realm so that my grandson and I can play. I have had to create 3 golems as they don't seem to last more than a week of day cycles.
The easy way to protect villages is to sleep through the night until you have fenced in and lit up the whole place so no mobs can get in or spawn inside.
If you're near the water you should build high walls since the drowned will throw tridents at the villagers.
In 1.16 (Java) iron golems can be healed by right clicking on them with iron ingots.
Lock all your villagers in a larger, more sturdy building such as a temple or church. Then build a double or triple tall fence between buildings and around the perimeter, cobble wall works best. And finally light up the inside everywhere. Then you can release villagers (although this still does not solve the problem of sieges in larger villages). ***actually, it does, as of 1.14.4.
I started a new world with only two villagers with 1.16 pre-release 2.
Once villagers reached 5, a golem appeared.

I don't know about the rate but in 1.15.2 I'm pretty sure you only need 3 villagers to spawn golems.
Most iron farm designs seem to have 2X3=6 villagers but I think that's just to increase the spawning rate.

I thought that 1.14+ villagers make iron golems only when they are scared of an attack? That has nothing to do with population.
