You supposed to put the cow.json in just the loot_tables folder. But it seems to be broken at the moment. Here is how the file structure is supposed to be.
To overwrite pre-existing loot tables your loot table must be in the following folder. With the namespace required to be "minecraft" Not as seen in the information provided by the wiki.
