We have released a new version of Minecraft 1.8, called 1.8.6, which is now available for download in your launcher. This release fixes a few reported security issues, in addition to some other bug fixes. This update fixes an issue that was not fixed completely in 1.8.5.
This version is fully compatible with all previous 1.8 versions, but it is still highly recommend to update to 1.8.6 as soon as possible.

I'm thinking they're going to either release snapshots much later, never make an update, or just suddenly update to 1.9 out of nowhere. I'm not sure what to think though considering that people in Mojang keep going on vacations...

How do you know that the first one is a bug? The Wiki says the following about wolf despawning behavior:

Untamed wolves will despawn like hostile mobs (randomly if more than 32 blocks from all players, instantly if more than 128 blocks from all players), but only after they have been loaded for at least 2 minutes.

That sounds like it is most definitely intended, because then why did that put that two minute timer in? Of course, this makes it impossible to find wolves unless you are actively looking for one since as passive mobs (part of the passive mob cap) they almost never respawn, unlike ocelots (I only found a wild wolf for the first time in nearly two years, since 1.6 (as the history indicates), the other day because I disabled this despawning; prior to that I remember seeing them in areas I'd spent a lot of time in and luckily tamed several before 1.6 came out, and not like wolves are special enough to warrant making them impossible to find).
This is a still-open issue on the bug tracker. I would have expected it to be flagged as intended by now, and if it does get flagged as such then that is just another showcase that these guys don't have the slightest clue what they are doing. Why force-despawn wolves like hostile mobs but spawn like friendly mobs? It doesn't make any sense. Things were working just fine before, change for the sake of change is arbitrary and in this case, makes matters worse.
Even if one does find a wolf though, their AI and teleporting behaviour seems rather screwy as of late. I have only seen this in recent videos though, since I'm having (needless to say really) serious troubles finding wolves in my world, and the one time I did see a pack I of course didn't have any bones in the inventory. This was before I was aware of their de/spawning behaviour so que my surprise when I returned to the area with bones in my hand.

It was not on the release notes. It is most likely unintended. Wolves should have a similar spawning system to ocelots. They should spawn and despawn. It makes them seem more wild. And don't say "but the wolves will kill all of the sheep" because ocelots already kill all of the chickens.
Wolves are very hard to find now. It was probably a bug that they just ignored like many others. Seriously, the only reason we have 1.8.4-1.8.6 is because some guy found some weird thing with signs and command blocks and stuff...come on fix game play already. Also, remember 1.8.3 was to frantically fix something they screwed up in 1.8.2 causing crashes.
Also, didn't 1.8.6 also remove a feature, something about dispensers? I think I remember reading about it somewhere.

Wolves are very hard to find now. It was probably a bug that they just ignored like many others. Ocelots kill chickens, wolves kill pretty much anything that doesn't bark or meow.
