I'm trying to make a combination of 9gag, 4chan, reddit and all combined. I'm also a complete starter to making websites. What would I need to do to make a website where users can submit videos, make their own sub-pages and submit images, ect.? Also how much would it cost do create something like this? (Try to make your explanation as simple as possible)
If you want a fancy shmancy luxurious website with little to no lag or overloads, it'll cost you a lot.
If you want a decent website, not as much.
You'll need to decide who will code the website. Would you want to pay professionals to code it or code it yourself and save money, at the expense of design?
Then you'll need to decide on an advertising plan. Do you want to hand out flyers in real life, or do you want to set up ads online?
And then you need a website host. Most might be cheap, but very limited. I recommend using mid-range ones that don't cost as much but are somewhat flexible.

It's going to cost a lot of money, that's all I can say. Also, don't expect the popularity of 9gag/4chan/reddit it's a very slim chance to make a website that good and also get that popular.
